Teen Fires Several Gun Shots from Minivan

On Feb 22 at 12:43 a.m., officers working secondary employment at My Brother's Place, located at 3081 Old Washington Road in Waldorf, observed a dark colored minivan leaving the parking lot after an event.

Someone inside the van pulled out a handgun and fired several shots. No one was injured and officers were able to stop the vehicle near Old Washington Road and Acton Lane. A loaded .38 caliber handgun was found inside the car. One  of the car’s occupants, Harry Devon Pressiy, 18 of Washington, D.C., was identified as the person who fired the weapon. He was arrested and charged with reckless endangerment and illegal possession of a handgun.

Officer J. Pratta made the arrest.

Good things guns are not allowed in DC, otherwise the residents might use them to commit a crime or something.

Firearm Registration Procedures in Brief

Newly Purchased Firearm
To register a newly purchased firearm:

Rifle or Shotgun

* The DC firearms dealer will provide and complete Section A of MPD's "Application for Firearms Registration Certificate" (PD-219).
* You will complete the rest of the application and bring it to the FRS along with all other necessary materials to complete the registration process.
* Once the application is approved (generally within 5 days), the FRS will notify you. You can pick up your registration certificate or request that it be mailed to you.
* After you get the registration certificate, bring it to the dealer to pick up your legally registered gun.

Handgun

* The DC firearms dealer will provide and complete Section A of MPD's "Application for Firearms Registration Certificate" (PD-219).
* You will complete the rest of the application and bring it to the FRS along with all other necessary materials to complete the registration process.
* Once the application is approved (generally within 5 days), the FRS will notify you. You can pick up your registration certificate or request that it be mailed to you.
* After you get the registration certificate, bring it to the dealer to pick up your handgun.
* Immediately bring the UNLOADED gun back to the FRS for a ballistics test. This process takes approximately 1-hour, after which the registration process is complete and you may leave with your legally registered gun.

Guns kinda allowed in D.C.
This is from the NRA website on state laws. It also states that it is illegal to bring into, or pass through the district with a handgun.

Handguns
No handgun can be legally possessed in the District unless
it is registered. All handguns registered in the District prior
to Sept. 24, 1976, were required to have been reregistered
by Feb. 5, 1977. After that date, no more handguns could be registered.
Thus, it is unlawful to possess, acquire, or bring into D.C. any handgun which was not registered as of Feb. 5,1977.
CARRY
Carrying a handgun in the District is prohibited. All firearms are to be kept at one's home or place of business.
All firearms must be unloaded and disassembled or locked with a trigger lock except when kept at a registrant's
place of business or while being used for lawful "recreational" purposes.
A D.C. license to carry a pistol is needed for one's home or business and the pistol must also have been registered prior to September 24, 1976.

I tried
I tried to post info from the Brady organization website also, so that I would have two sets of references, but the Brady website had no information listed about gun laws in DC, possibly because of the supreme court ruling on DC vs Heller.
