UPDATE: Child Dies After Being Struck By SUV, Child Identified

The CCSO has identified the child who was struck by a car on May 15 on Sugarberry Street in Waldorf as Elias Masanaa Charles-Kabongo, 3, of Waldorf. A preliminary investigation revealed the child had been seated in a car seat in the back seat of his mother’s vehicle as she was driving toward her home. According to witnesses, the mother pulled over in the 10500 block of Sugarberry Street and briefly exited her car to drop off a piece of mail to a postal worker who was standing nearby. In that short time, the child managed to release his seat belt and quickly get out of his car seat. He went behind his mother’s vehicle and walked into the roadway where he was struck by an oncoming SUV. Emergency personnel responded but the child was pronounced deceased. The driver of the SUV, 48, remained on the scene. At this point, speed does not appear to be a factor.Cpl. J. Hopkins of the CCSO Traffic Operations Unit is investigating.
