A victim who resides on Pump House Lane in Leonardtown observed a white male suspect in side her vehilce on March 15 at 6:24 a.m., which was parked in front of the residence.

A witness confronted the suspect, identified as James Alan Winters, 34, of Leonardtown, as the victim called police. Deputy Kirkner arrived on the scene and placed Winters under arrest. Deputy Kirkner found items commonly used as burglar’s tools while conducting a search of Winter’s clothing.

Winters was transported to the St. Mary’s County Detention Center and charged with Rogue and Vagabond, Possession Burglary Tools, Attempted Theft of a Motor Vehicle, Attempted Theft $10,000 to $100,000, and attempted Theft Under $100.
