On June 29, 2017, at approximately 8:40 a.m., officers responded to Wal-Mart located at 8107 Ritchie Highway in Pasadena for an indecent exposure. The adult female victim advised that while walking in the parking lot, a small red car pulled up next to her. She observed that the car was being driven by a male that had his penis exposed and was masturbating. She stated that after being noticed, the male quickly drove off the parking lot. Officers were able to obtain the video surveillance from Wal-Mart that showed the incident that was reported by the victim. The vehicle was a small red Chevy Cavalier.
On July 12, 2017, at approximately 9:30 a.m., officers responded to Java Divas located at 8355 Ritchie Highway in Pasadena Road for an indecent exposure. The adult female employee stated a white male driving a small red car pulled into the drive through. When the employee looked into the vehicle, she observed that he had his penis exposed and was masturbating.
The victim was able to obtain the vehicle tag number and report it to officers. The victim also stated that this same individual had committed an indecent exposure in May, however, they did not report the incident to police.
Officers responded to the vehicle owner’s address and made contact with the Dylan Whelchel. Mr. Whelchel matched the suspect description and was positively identified as the suspect. He was taken into custody and charged with (3) counts of indecent exposure for the June 29th, July 12th, and May incidents.
