On January 28 at 2:50 a.m., DFC T. Rickard responded to the entrance to Drum Point in Lusby for the report of a person in the roadway. |
DFC Rickard made contact with the subject and detected a strong odor of alcohol emitting from his breath. The man became argumentative and refused to get out of the roadway and return to his home. Rickard subsequently arrested the man, identified as Timothy K. Hoofnagle, 46 of Lusby, and charged him with failure to obey a law enforcement officer and willfully obstructing the free passage of another in a public place.
