While conducting a patrol check of the Lusby Town Center parking lot on Village Center Drive in Lusby on Feb. 20 at 8:35 p.m., DFC Aaron Locke observed a vehicle parked at the end of the lot, away from other vehicles, occupying two parking spots.
After making contact with the two occupants of the vehicle, DFC Locke detected the odor of suspected marijuana. Curtis Morgan Fugate, 19 of Port Republic, was cited on a criminal citation for use and possession with the intent to use drug paraphernalia, an aluminum foil smoking device, 3 White Owl blunt tubes and 3 packs of rolling papers.
The second occupant, a fifteen-year-old female of Lusby, was charged on a youth report with possession of drug paraphernalia and released to a parent.
