At 2 a.m. on February 25, on Rt. 2, in Owings, TPR Merkelson stopped a vehicle for an equipment violation. 

The operator, Virgil Francis Catterton, 24, of Lothian, was subsequently arrested for DUI. 

Incident to arrest, suspected marijuana and 3 CDS smoking devices were recovered from the vehicle. 

Mr. Catterton was then charged with possession of marijuana and CDS paraphernalia. 

During the stop, a passenger, Amanda Marie Hicks, 28, of Owings, continued to act disorderly.  When being placed under arrest, she resisted. 

After being handcuffed, Trooper Merkelson led Ms. Hicks to his vehicle, at which time she kicked a 21-year-old participant in the ride-along program in the groin.

She was charged with disorderly conduct, resisting arrest, assault, and possession of marijuana and CDS paraphernalia. 

After processing, the two were transported to the CCDC to await a commissioner’s hearing.
