James T. Foster

St.Mary’s City, MD— On Feb.13, St.Mary’s County Sheriff’s Office Deputy Dustin McClure attempted to speak to James T. Foster, 20, of Pylesville, MD about an incident that occurred with another student on at St.Mary’s College. Foster, however, did not respond and continued to stare at the wall with his eye wide-open. 

McClure then made contact with the victim, who advised “the defendant entered her dorm room without permission. He did not have any pants or underwear on, exposing his genitalia to the victim and her roommate,” according to charging documents. 

The defendant then yelled, “random words/phrases,” according to charging documents. 

When the victim attempted to leave her dorm room to get away from Foster, he grabbed her arm to keep her in the room. According to charging documents, “the victim’s roommate was able to pull Foster’s arm off the victim, and then they both left the room, and Public Safety was contacted. Also Foster was also seen in the hallway of the dormitory and a public lounge with exposed genitalia.”

Foster was charged with second-degree assault and two counts of indecent exposure. Foster has a court date scheduled for April 14 at St. Mary’s County District Court. Foster faces a maximum jail sentence of 16 years and or a maximum fine of $4,500.
