Keith was born on October 11, 1955 in the former Garfield Hospital in Washington, DC to Ellen Meadows Jenkins of Abingdon, VA and the late E. W. Jenkins. He served in the U. S. Navy during the Vietnam War.
In addition to his mother, he is survived by his wife Susan L. Jenkins of Mechanicsville, MD; brothers John V. Jenkins and his wife Marie of Tampa, FL, Paul J. Jenkins and his wife Donna of Abingdon, VA, Michael D. Jenkins and his wife Dona of Riverside, CA, Timothy W. Jenkins of Abingdon, VA; sisters Roxanne J. Holloway and her husband Bob of Abingdon, VA, Regina J. Trent and her husband Kevin of Abingdon, VA. He is also survived by several nephews Bryan, Matthew, Neal, Jason, Dennis and Sean; nieces Mechele, Emily, Janelle and Kayla; Godson Riley.
