Richard Dempsey was born the third of four boys to Earle and Ella Dempsey, in Bradford Pennsylvania. Richard grew up a happy and athletic boy in a small town in New York State. He attended Limestone High School where he lettered in basketball, baseball and track. After high school he enlisted in the U.S. Air Force and served as a Staff Sergeant during the Korean conflict. Much to his good fortune he was posted to Bentwater’s Base in southern England where he met and married the love of his life, Doreen Smith. Richard and Doreen were married for 57 years and had four children.

Richard attended St Bonaventure’s where he earned a Bachelor of Science degree in Economics. His professional career started when he moved, with his family, to the Washington D.C. area to take a job with the Department of Labor. For the next 40 years he was in the forefront of research and development in the area of employment, education, and economic information for planners and administrators of occupational education and other job training programs and for individuals making career choices.

He was a pioneer in the study of the relationship between demand (manpower/ occupational requirements) and supply (educational development). For several decades, Richard directed major occupational information programs at the bureau of Labor Statistics and the National Occupation Information Coordinating Committee. Since retirement from the Federal government, he has provided consulting services for a variety of domestic and international organizations. Internationally, he has worked for the World Bank, USAID, and UN/IOL. Richard has worked in-country in Botswana, Hungary, Turkey, Tajikistan, Kazakhstan, Ukraine, and Mongolia.

He was preceded in death by his two sons (David and Daniel), his daughter (Susan) and his brother (Bill). He is survived by his wife (Doreen), his daughter (Debra), his two brothers (Jack and Don), his granddaughter (Carrie Ellynn), and his great grandson (Brennan). Richard was an avid gardener, and world traveler who also loved to golf and fish. Richard was a kind, soft spoken, loving man who will be greatly missed by all.

A gathering will be held on Friday, December 4, 2009 from 4 pm until time of Memorial Service at 6 pm at the Arehart-Echols Funeral Home, P.A. with Deacon Al Graham officiating. Interment will be private.
