At 5 p.m. Sept. 28, TFC Keen observed a vehicle veer off the roadway into the median strip on Route 2/4 in St. Leonard.

The vehicle re-entered the roadway and continued southbound.  TFC Keen stopped the vehicle and made contact with the operator.

Upon contact with the operator, TFC Keen observed a white powdery substance on his mustache.  TPR Donaldson and DFC Smith, CCSO, arrived on the scene to assist.

DFC Smith conducted a K-9 scan of the vehicle, and the dog gave a positive alert for CDS.  A search was conducted and five straws containing suspected residue of crushed Percocet were located in the vehicle.

A search of the operator produced a bottle containing 3 suspected Percocet.  Arrested at that time for possession of Percocet and CDS paraphernalia and removing a required Federal label from a CDS container was James Wilson Smith, 39, of St. Leonard.  After processing, he was transported to the CCDC to await a commissioner’s hearing.
