A Truckload Of Dirt, A $1,000 Cleanup And Criminal Charges: Monroe Logistics Truck At Center Of La Plata Case

LA PLATA, Md. — A Washington, D.C., man who operates a dump truck is facing a criminal littering charge after La Plata police alleged he illegally dumped a large load of dirt at a construction site without permission, leaving the property owner with cleanup costs estimated at approximately $1,000, according to court documents.

Francis William Monroe, 64, of Washington, D.C., was charged in the District Court for Charles County with littering or dumping less than 100 pounds.

The charge was filed July 21, 2026, through a Statement of Charges (SOC) application.

According to the application for statement of charges, the La Plata Police Department responded at approximately 4:14 p.m. June 2, 2026, to a newly constructed commercial building in the 6500 block of Crain Highway in La Plata after receiving a report that a dump truck had unlawfully deposited soil on the property.

The property owner told investigators an unknown dump truck entered the construction site earlier that morning and unloaded a large quantity of dirt onto the property before leaving.

According to court documents, the owner advised the dirt had been dumped on pavement that had not yet reached its final grade. Investigators reported the unauthorized load would require additional excavation and removal before paving could be completed, resulting in an estimated $1,000 in additional work.

The property owner also provided police with still photographs and video footage that allegedly showed the dump truck entering and leaving the site.

According to the charging documents, the truck was described as a dump truck displaying “Monroe Logistics LLC” on the side and being driven by an older white male wearing a gray or white T-shirt. The video footage was also clear enough for investigators to obtain the vehicle’s U.S. Department of Transportation (USDOT) number.

According to court documents, investigators used the displayed USDOT number to confirm the truck belonged to Monroe Logistics LLC, a business registered in Clinton, Maryland.

According to court records, police also located a business telephone number associated with the company and attempted to identify the driver through additional investigation.

According to court documents, on July 14, 2026, officers located the dump truck during a traffic stop in Charles County.

According to the statement of probable cause, police stopped the vehicle and identified the driver as Monroe through his Washington, D.C., commercial driver’s license. According to the statement of probable cause, the officer advised investigators that Monroe was the only individual known to operate the truck. Following that identification, the property owner requested that criminal charges be pursued.

Court records show Monroe is scheduled for a preliminary inquiry on Sept. 14, 2026, in Charles County District Court.
