On November 26, 2011, at approximately 7:30 p.m., deputies responded to a report of a fight in progress on Piney Point Road, Callaway, Maryland. As Deputy Rogers was checking the area for the fight, he located Delonte Deangelo Harvey, 19, of Callaway, Maryland. Harvey began yelling profanities and causing a disturbance that drew the attention of other neighbors. Deputy Rogers ordered Harvey several times to stop yelling and quiet down, but Harvey refused. Deputy Rogers arrested Harvey and charged him with Disorderly Conduct.
