On March 19, 2011, Cpl Brian Connelly #151 responded to the area of Lighthouse Liquors in Charlotte Hall for a suspicious person. Upon arrival, Cpl Connelly encountered Mark A. Balenger 51 years old of Charlotte Hall. Ballenger was standing on the roadside consuming an alcoholic beverage. Cpl Connelly attempted to communicate with Balenger who began to yell curse words. Mr. Balenger was subsequently arrested and charged with Disorderly Conduct and consuming an alcoholic beverage in a prohibited place. He was transported to the St. Mary’s CountyDetentionCenter pending an appearance before the District Court Commissioner.
