At 3:34 p.m. Dec. 4, TFC F. Dolinger of the Leonardtown barracks was conducting a speed enforcement assignment southbound Route 5 south of Old Flora Corner Road, Mechanicsville, when he observed a vehicle which appeared to be exceeding the 45 mph speed limit.

By the use of radar the vehicleโ€™s speed was detected at 66 mph.ย  The vehicle was stopped and the driver identified as Jesse Lane Parks, 21, of Johnstown, PA. During conversation with Parks, an odor of burnt marijuana was detected.

Parks and the passenger, Joshuah Michael Knipple, 22, of Johnstown, PA were asked to exit the vehicle in order for a probable cause search to be conducted.ย  A search of the vehicle revealed a glass smoking pipe that contained suspected marijuana residue in the center console.

A search of Knippleโ€™s person revealed a bag of marijuana concealed in his coat pocket.

Both subjects were placed under arrest and taken to the St. Maryโ€™s County Detention Center.ย Parks was charged with Possession of CDS Paraphernalia.ย Knipple was charged with Possession of Marijuana.ย  Both were held pending a bail review.
