On June 10, 2008 St. Maryโ€™s County Assistant Sheriff John David Horne completed the Executive Development Institute Leadership Challenge Program on June 10.

The Maryland Police and Correctional Training Commission offers the trainingย  so its executivesย  canย  interact with prominent authorities in diverse fields in order to better analyze critical issues beyond law enforcement and corrections, to forecast their impact and to influence their communities as well as their agencies.ย  Issues reviewed include
recruitment and retention of quality employees, liability, doing more with fewer resources, decision making in a rapidly changing environment, the impact of technology, interaction with elected officials, and media.ย 

Horne and his classmates met once a month for eight hours for ten months.ย  Participants were divided into work groups.ย  Each work group was given a challenge to research and present.ย  Topics had to address a public-service area or concern in Maryland and provide a collective benefit in combating executive and management related issues.ย 

Every month a different work group presented a topic during the training session.ย ย  The topics included emergency preparedness, transportation, the elderly, Media, Maryland government, the maritime industry, human services, securing critical infrastructures and economic development.ย  The training sessions were held at various locations throughout the state.ย 

Horne is a graduate of LaSalle University and received aย bachelor’s in criminal justice management in April 2000.ย  He is a graduate of the 206th session of the FBIโ€™s National Academy and is a member of the FBIโ€™s National Academy Associates, the American Polygraph Association, Maryland Polygraph Association and the Fraternal Order of Police Lodge No. 7.
