PRINCE FREDERICK, Md. — A welfare check on a man sitting for an unusually long time in a Prince Frederick Walmart parking lot led Maryland State Police to a loaded handgun, 9mm ammunition, suspected crack cocaine, heroin, oxycodone pills and drug packaging materials, according to charging documents.

Aleksandrs Koptevs, 31, of Owings Mills, was charged after the May 13, 2026, incident at the Walmart located at 150 Solomons Island Road North in Prince Frederick.

Troopers responded around 4:04 p.m. for a welfare check involving a man who had reportedly been sitting in a vehicle in the parking lot for an unusually long period of time.

When Baden arrived, the vehicle was running and had heavily tinted windows, charging documents state. Baden knocked on the window and made contact with the driver, later identified as Koptevs through MVA records.

When Koptevs rolled down the window, Baden reported seeing a white iPad on the center console with a small pile of suspected crack cocaine resting on it. Koptevs was asked to step out of the vehicle, and Baden also reported seeing suspected cocaine around the base of Koptevs’ nose.

Koptevs was detained while Baden conducted a probable cause search of the vehicle.

Inside the center console, Baden reported finding 99 small nylon bags, two plastic bags containing suspected crack cocaine weighing a total of 49.4 grams, two plastic bags containing suspected heroin powder weighing 5.5 grams, one plastic bag containing suspected crack cocaine weighing 1.6 grams, another containing 4.6 grams and another containing 5.6 grams.

Charging documents also list seven blue pills marked “30,” suspected to be oxycodone hydrochloride, along with two plastic containers and a black plastic scale containing suspected crack cocaine residue, a metal spoon and a rolled dollar bill containing suspected crack cocaine residue.

On the back passenger seat, Baden reported finding a yellow DeWalt bag containing one magazine with 12 rounds and another magazine containing nine 9mm rounds. A loaded black Sig Sauer P365 9mm handgun was found under the rear passenger seat cushion, with one round in the chamber and 11 rounds in the magazine, according to court documents.

Koptevs did not have an active concealed carry permit, according to the statement of probable cause. Two cell phones were also seized from the vehicle.

Baden wrote that, based on the quantity of suspected controlled dangerous substances, the firearm, numerous individual plastic bags, a scale and multiple cell phones, Koptevs was believed to be in possession of controlled dangerous substances with the intent to distribute or sell.

Koptevs was taken to the Calvert County Detention Center and charged with firearm/drug trafficking crime, possession with intent to distribute narcotics, distribution or related CDS offense with a firearm, three counts of possession of a controlled dangerous substance not cannabis, and two counts of possession of CDS paraphernalia.

Court records show Koptevs was initially held without bond on May 13. A bail review was held May 14 before Judge Michelle R. Saunders in Calvert District Court, where bond was set at $50,000 percentage bond.

A preliminary hearing is scheduled for June 9, 2026, in Calvert District Court.

Under Maryland law, firearm offenses connected to drug trafficking carry a penalty of five to 20 years in prison for a first conviction. The listed felony drug charges also carry penalties of up to 20 years in prison.
