Lusby Man Charged With Harassment After Neighbor Alleges Yearslong Pattern Of Intimidation

LUSBY, Md. — A Lusby man is facing a misdemeanor harassment charge after the Calvert County Sheriff’s Office alleged he engaged in a yearslong pattern of conduct intended to alarm and intimidate a neighbor despite repeated requests to stop, according to court documents.

Charles Norman Lumadue, 69, of Lusby, was charged in the District Court for Calvert County with harassment: a course of conduct, a misdemeanor.

According to charging documents, deputies responded at approximately 5:51 p.m. on June 25, 2026, to the 1100 block of El Paso Trail in Lusby for a harassment complaint. The complainant told investigators he has had numerous interactions with Lumadue over several years and believes the alleged conduct has continued despite previous law enforcement intervention.

The complainant told deputies that Lumadue routinely sits in a chair at the end of his driveway and watches his property. According to charging documents, the complainant also alleged Lumadue repeatedly made lewd motions with his cane that he interpreted as simulating masturbation while staring toward him. The complainant provided deputies with several videos that allegedly captured the behavior.

Investigators noted there has been a lengthy history of calls for service involving the two neighbors. According to charging documents, the complainant alleged Lumadue’s behavior had continued even after a peace order was issued against him and after criminal charges related to an alleged violation of that peace order were filed. The complainant said the ongoing conduct has affected both him and his family, who reportedly avoid going outside when Lumadue is present.

Court documents state the complainant also described an incident approximately three years ago in which Lumadue allegedly confronted him about damage to the beach below their neighborhood. The complainant said the confrontation eventually resulted in another neighbor obtaining a peace order against Lumadue. He further alleged Lumadue later began directing similar behavior toward him, including yelling and cursing in front of his wife and daughters.

A deputy wrote that he reviewed the complainant’s videos before speaking with Lumadue at the scene. According to charging documents, Lumadue was advised he was being investigated for harassment but declined to discuss the allegations further. The deputy also noted he was familiar with Lumadue through numerous prior calls for service involving the area.

Based on the investigation, the deputy concluded there was probable cause to believe Lumadue had engaged in a continuing course of conduct intended to harass the complainant and requested that criminal charges be issued.

A summons was issued July 10, 2026.

Lumadue is scheduled to appear for a preliminary inquiry on Sept. 14, 2026, in the Calvert County District Court.
