On September 7th, 2012 Tpr A. Ortiz stopped a swerving vehicle on northbound Crain Hwy south of Substation Rd in Waldorf. The driver was ultimately arrested for DUI. He was charged and released a few hours later after refusing to submit to an alcohol concentration test.
In early October of 2012 another individual came to the Maryland State Police La Plata Barrack and identified himself as the same person. He stated that he had received paperwork in the mail for the DUI charges, and that he had not been arrested.
Tpr A. Ortiz initiated an investigation and located records of persons at the same address as the victim. Tpr Ortiz was able to find an MVA photo of Paul Kalpha Tommy, 27 years old, of Beltsville Maryland. Trooper Ortiz positively identified Tommy as the person he had arrested on September 7th.
A warrant was obtained for Tommy on January 24th, 2013 for identity fraud to avoid prosecution, false statement to a peace officer, as well as the DUI traffic related charges.
On January 26th Tommy was located and arrested. He is currently being held at the Charles County Detention Center on a $3000 bond.
