
INDIAN HEAD, Md. — A Marbury woman was charged after a Charles County traffic stop turned physical, with charging documents alleging an officer was injured while attempting to place her in handcuffs.
Joy Eulalia Proctor, 57, of Marbury, is charged in Charles County District Court with second-degree assault, resisting arrest, altering physical evidence in a criminal proceeding and possession of a controlled dangerous substance that was not cannabis. All four charges are misdemeanors.
According to charging documents, a Charles County Sheriff’s Office officer was on Billingsley Road near Middletown Road in Indian Head around 12:51 a.m. May 12, 2026, when he observed a white Ford passenger car with expired registration plates and other vehicle-related violations.
The officer initiated a traffic stop near Chicamuxen Road and Mason Springs Road. Proctor was later identified through her Maryland driver’s license, according to the application for charges.
Charging documents state Proctor acknowledged an issue with the vehicle’s tags and provided her license, but did not have the vehicle registration card.
While speaking with Proctor, the officer observed copper wool on the floorboard in multiple areas of the vehicle, according to the application for charges. The officer noted in the report that copper wool is commonly associated with crack cocaine use as a filter in smoking devices.
Additional deputies arrived, and Proctor was asked to step out of the vehicle. After she exited, the officer observed her moving items and reaching toward her purse, according to charging documents.
The application alleges Proctor removed an item from the purse and threw it into thick brush or tall grass with her right hand. When the officer grabbed her arm, Proctor allegedly resisted being placed in handcuffs.
Charging documents state the officer was able to place one handcuff on Proctor before she pulled her arm away and continued resisting. During the struggle, Proctor’s nail allegedly injured the officer’s right thumb, taking a chunk of skin from it.
That alleged injury appears to be the basis for the second-degree assault charge.
A female officer later searched Proctor with negative results. Authorities checked the area where the item was allegedly thrown, but it was not recovered, according to charging documents.
A search of the vehicle reportedly uncovered copper wool, push rods, small torn plastic baggies, a metal spoon with burn marks and white rock-like substances on the floorboards.
The recovered material was tested at the Charles County Sheriff’s Office District I station using a TruNarc analyzer, according to charging documents. The result was positive for crack cocaine. The suspected crack cocaine recovered from the floorboard weighed approximately 0.2 grams and had an estimated street value of $40, the report states.
Authorities also recovered suspected crack cocaine residue from the spoon, according to the application for charges. The evidence was placed into the sheriff’s office controlled dangerous substances vault to be sent to the Maryland State Police for further drug analysis.
Proctor was taken to the Charles County Detention Center for processing.
Court records show Proctor was issued a $1,000 percentage bond May 12, and $100 cash was posted the same day.
A trial is scheduled for July 7 in Charles County District Court.
