Public Intoxication and Failure to Obey Lawful Order: On 4/1/11 at 9:34 pm, Trooper Casarella located a reported suicidal subject on the shoulder of Rt. 231 in Prince Frederick. Carl S. Smith, 43 of Prince Frederick, was found to be extremely intoxicated. He refused to cooperate with the Troopers and was placed under arrest. He was incarcerated at the CalvertCountyDetentionCenter.
