Charles County, MD – Charles County Administrator Michael D. Mallinoff, Esq., ICMA-CM announces the appointment of Dina Barclay as the director of Community Services.  Barclay has been serving as the acting director since October 2017 and her appointment became effective March 6, 2018.

As the director of Community Services, Barclay will be responsible for aging/senior programs; federally subsidized and non-subsidized housing, including general home ownership, loan and housing rehabilitation programs, general federal and state multipurpose grants administration; and county-wide child care services contract management.  She will also oversee the Charles County Advocacy County for Children, Youth, and Families which is responsible for developing human services for youth and families as well as evaluating contracts for services provided by the County and private human services. 

“I’ve enjoyed a rewarding career working in the Department of Community Services and am so grateful to have the opportunity to work alongside some of the most professional, dedicated employees in local government,” said Barclay. “I’m honored to lead them as we continue to serve the residents of Charles County in my new capacity.”  

Barclay began her career in Charles County Government in 1996 as a long-term care supervisor. She was promoted to the position of aging services administrator in 1999, and advanced again in 2009 when she became the chief of Aging and Human Services. Barclay has extensive expertise in grant writing; strategic planning for human services; management and administration of state and federal programs for older adults, persons with disabilities, and family caregivers; and decades of experience in the coordination of benefits and advocacy services for special populations. Additionally, as a longtime resident of Charles County for more than 20 years, she possesses a wealth of knowledge about the community and its resources.

“It’s great to have Ms. Barclay as the director of Community Services,” Mallinoff said. “Dina’s wealth of hands-on experience and familiarity with the department and county will serve our residents well.”

Barclay received a bachelor’s degree in psychology and criminology at the University of Maryland College Park. Prior to joining Charles County Government, she also completed a graduate fellowship in the marriage and family therapy program and a practicum in clinical psychotherapy for individuals, couples, and families.
