LA PLATA, Md. – At Tuesday’s Feb. 27 meeting, the Board of County Commissioners received an update on the opioid epidemic and its impacts on Charles County. A legal team representing jurisdictions throughout the country shared information about how the county could pursue litigation to seek compensation from opioid distributors and manufacturers which would address the costs associated with opioid addiction. Based on the data and information presented, the Board of County Commissioners voted to proceed with a lawsuit seeking compensation for costs incurred in response to opioid addiction in Charles County.

Below is a summary of other highlights from the meeting:

Open Session Briefings:

The Ferguson Group, which provides federal advocacy on behalf of Charles County, shared information on their efforts to secure federal funding for local priorities and promote legislative and regulatory positions on issues that affect the county.

The County Attorney provided an update on the county’s state legislative package, obtained county positions on bills that have been introduced, and other issues of interest that affect the county.

Staff from the Department of Community Services and the Department of Recreation, Parks, and Tourism presented an update on the plans for the new Waldorf Senior and Recreational Center. Design and permitting are underway and the new facility is expected to open later this year.

The Commissioners did not extend the decision for criteria for appeals to the Board of Appeals Bill #2017-06.

Public Hearings:

  • Artificial Tanning Devices Bill #2017-10:   The Commissioners received public comment and approved a bill that prohibits owners, operators, and employees of tanning facilities from allowing minors to use tanning devices.
  • Bryans Village Zoning Map Amendment #48-40: The Commissioners have left the record open for 30 days for comment.  Comments are due by the close of business on March 29. This map amendment would permit a mix of both single-family detached units and townhomes.
  • Towing Regulations Bill #2018-01: The Commissioners left the record open for 15 days on a bill that authorizes the Charles County Sheriff’s Office to maintain a towing service permit program, to change a permit fee to those engaged in the business of towing motor vehicles, and to make it unlawful to provide towing service without a permit.  Comments are due by the close of business on March 20.

Approval Items:

  • Budget transfers for the following items were approved:
  • Charles County Health Department roof replacement
  • Bel Alton High School renovation/construction
  • Replacement of the county financial software system
  • Additional funding for construction inspection services for the manhole structural repairs project
  • Transfer of funds from the General Fund surplus to the Debt Service Fund to offset a deficit in special revenues

Other items approved by the County Commissioners:

  • The fiscal 2019 operating budget calendar was amended to add a budget public hearing on the constant yield on May 1
  • Approval of letter to provide incentives to Nammo Energetics Indian Head
  • Letter of support for the Tri County Council’s Southern Maryland Regional Transportation Coordination program grant


The Commission recognized county employees with milestones in years of service and acknowledged all new employees who recently began working for the county.
