On August 7 at 11:42 p.m. DFC T. Phelps responded to Applebee’s Restaurant in Prince Frederick for the report of a disorderly subject.
Upon arrival he observed the suspect sitting on the curb yelling profanity. The suspect appeared to be intoxicated. He was told to quiet down but did not.
Phelps subsequently arrested Bobby David Martin, 54 of no fixed address and charged him with disorderly conduct and failure to obey a lawful order.
