Calvert County Dep. Justin Livingston conducted a traffic stop on a vehicle on Feb. 5 at 9:50 a.m., in the area of Brickhouse Road and Ward Road in Dunkirk.
The passenger in the vehicle, identified as James Lee Arnold, 21 of Dunkirk, was found to be in possession of drug paraphernalia. Livingston arrested him and charged him with possession with intent to use drug paraphernalia, a syringe with a metal coke can used to cook controlled dangerous substances, and a black shoe string, used to prepare the human body for injection of a controlled dangerous substance.
