On Jan. 8 at 2:10 p.m., while conducting radar at Chesapeake Beach Road and Cox Road in Chesapeake Beach.

Dep. Frank Winston observed a vehicle recklessly swerve and strike a guardrail.  The vehicle almost struck Dep. Kevin Hall, who had to jump from the roadway to avoid being struck, and Dep. Frank Winston, who avoided the vehicle by

returning to his police car.  The out of control car drove up on the sidewalk, narrowly missing a service truck and another vehicle that was in the roadway, before it finally came to rest against a house near Ledo Pizza. 

The driver, later identified as David Wesley Bell, 28 of Chesapeake Beach, was found to be driving while under the influence and in possession of suspected heroin.  He was arrested and charged with possession of heroin, engaging in reckless conduct, and driving under the influence of drugs and or alcohol.
