Lusby Woman Faces Cocaine Possession Charge Following Wawa Traffic Stop

PRINCE FREDERICK, Md. — A Lusby woman is facing multiple drug-related charges after Calvert County Sheriff’s Office deputies allegedly discovered cocaine and drug paraphernalia during a traffic stop in Prince Frederick.

Cassandra Dorothy Foard, 28, of Lusby, was charged June 9 in Calvert County District Court with one count of possession of a controlled dangerous substance and three counts of possession of drug paraphernalia. Court records identify the controlled substance as cocaine.

According to charging documents, a deputy was conducting patrol operations in the Prince Frederick area at approximately 11:18 a.m. June 3 when he observed a white Chevrolet passenger vehicle traveling southbound on Route 4 with an inoperable driver’s-side brake light.

Investigators allege the deputy initiated a traffic stop near Stoakley Road after observing the equipment violation. Court records state the vehicle eventually pulled into the Wawa parking lot at 305 Market Square Drive in Prince Frederick.

According to the statement of probable cause, the deputy observed the vehicle’s occupants moving items around inside the center console area during the stop. Authorities identified the driver as Foard.

Charging documents state both occupants appeared nervous during the encounter. Due to the circumstances of the stop and the occupants’ behavior, deputies requested assistance from a Maryland State Police K-9 unit. Court records indicate the police dog conducted a scan of the vehicle and provided a positive alert for the presence of narcotics.

Investigators subsequently searched the vehicle and allegedly located multiple items of suspected drug paraphernalia, including burnt cut straws and black capsules in the center console. According to charging documents, the passenger told deputies the items belonged to him.

Court records state deputies also discovered a cut straw, black capsules and a clear plastic container containing a white powdery substance inside the driver’s-side door. During the search, investigators located a purple purse in the back seat. According to charging documents, Foard acknowledged the purse belonged to her, and deputies allegedly found a cut straw, a burnt foil fold and two black capsules containing a white powdery substance inside.

All evidence was collected and submitted to the Maryland State Police laboratory for testing, according to court records.

A preliminary inquiry hearing is scheduled for July 27, 2026, in Calvert County District Court.
