At 8:10 p.m, on March 17, Dep. John Harms was conducting a patrol check of the Southern Community Center on Appeal Lane in Lusby .
He observed an occupied vehicle parked in a handicap parking space not displaying handicap tags or placards. After making contact with the occupants of the vehicle, he detected the odor of burnt marijuana.
The driver of the vehicle, Damian D. Tingle, 23, of Suitland, was arrested and charged with possession of marijuana and drug paraphernalia.
