Twenty-seven Chesapeake Bay environmental leaders called for substantial changes to the January 29 draft of a new Chesapeake Bay Watershed Agreement that is supposed to guide Bay restoration efforts to meet pollution reduction goals. Citing serious shortcomings, the Bay leaders fear the current draft may undermine the existing legal framework of the federal Bay cleanup effort.
