At 3:20 p.m. Nov. 14, TFC T. Quade of the Leonardtown barracks was patrolling eastbound Maryland Route 234, east of Route 238 in Chaptico when he noticed a male lying in a ditch just off the eastbound shoulder of the roadway.
As TFC Quade approached the man, he attempted to stand up, however was unable to keep his balance and fell to the ground. The officer gave Allen Dale Windsor, 47, of Chaptico, a pat down and revealed a wooden smoking device containing suspected marijuana residue.
Windsor was placed under arrest and charged with possession of CDS paraphernalia. He was taken to the St. Mary’s County Detention Center, processed and held pending a bail review.
