NORTH BEACH, Md. — A North Beach man is facing an assault charge after a juvenile alleged he was punched in the neck while riding a scooter on the North Beach Boardwalk, according to Calvert County court documents.
Howard Joseph Lansat, 62, of North Beach, was charged in the District Court for Calvert County with one count of second-degree assault.
According to the application for statement of charges, the incident occurred July 16, 2026, near 910 Bay Ave. in North Beach.
A Calvert County sheriff’s deputy responded after receiving a report that a juvenile had been assaulted on the boardwalk. By the time law enforcement arrived, the alleged suspect had already left the area on foot, heading toward the Fastop convenience store.
Investigators first interviewed a witness, who told deputies she observed the confrontation.
According to the charging documents, the witness said she saw Lansat approach a juvenile who was riding a scooter on the boardwalk. She alleged Lansat “clocked” the juvenile and yanked him off the scooter.
She also reportedly told deputies that Lansat said he struck the juvenile because he was not supposed to be riding a scooter on the boardwalk.
Deputies later interviewed the juvenile and another witness who had been with him at the time of the incident.
According to the application, the juvenile told investigators Lansat had confronted the group the previous day about riding scooters on the boardwalk, but that earlier encounter had not become physical.
The juvenile alleged that while riding his scooter through a congested area of the boardwalk July 16, Lansat punched him in the neck with a closed fist.
The juvenile’s friend reportedly witnessed the incident and corroborated the account provided to investigators, according to the charging documents.
Deputies noted they did not observe any visible signs of injury on the juvenile, and the juvenile’s mother declined medical assistance after speaking with law enforcement.
According to the application, another deputy later made contact with Lansat and obtained his identifying information.
The investigating deputy was advised that Lansat claimed the juveniles had been harassing him and asserted he accidentally grabbed a chain the juvenile was wearing while holding his arms out.
Investigators later showed a photograph of Lansat to the witnesses and the juvenile. According to the application, each positively identified him as the person involved in the alleged assault.
A summons was issued July 28, 2026. Lansat is scheduled to appear for a preliminary inquiry Sept. 14, 2026, in Calvert County District Court.

In the absence of self- and parental supervision the county law should step in: a verbal warning then a fine and finally temporary confiscation of the e bike. I’ve seen several order folks “buzzed” on the boardwalk. For them a fall maybe a broken hip is no joke, County police please step in. These ebikes are dangerous on the open road.
