At 10:30 a.m., on Nov. 18, a vehicle traveling northbound on Rt. 5, north of St. Charles Parkway, was stopped for the driver not wearing his seat belt. 

A computer check revealed the driver, Tarrek Kareem Spooner, 28 years, of Oxon Hill, was driving on a suspended license.  Spooner was arrested and a search incident to arrest revealed suspected marijuana, drug paraphernalia, and a switchblade knife. 

Mr. Spooner was subsequently charged with possession of marijuana, possession of drug paraphernalia and possession of a concealed deadly weapon.  He was incarcerated in the Charles County Detention Center pending a bond review.  TFC J. Edelen conducted this investigation.
