Open Second-Story Window Leads To Indecent Exposure Charges Against Waldorf Man

WALDORF, Md. — A Waldorf man is facing three misdemeanor charges after Charles County Sheriff’s Office investigators alleged he repeatedly exposed himself from a second-story window of his home, including during incidents allegedly witnessed by a 13-year-old girl, according to court documents.

Brian Scott Michaud, 57, of Waldorf, was charged in the District Court for Charles County with two counts of indecent exposure and one count of indecent exposure to a minor. The charges were filed July 23, 2026, through a Statement of Charges (SOC) application, meaning the case was initiated by application rather than through an on-view arrest.

According to the Statement of Charges application, deputies with the Charles County Sheriff’s Office responded at approximately 4:24 p.m. July 18, 2026, to the 2720 block of Sprague Drive in Waldorf for a report of indecent exposure.

Investigators alleged the complainants reported that a neighbor living directly across the street repeatedly opened a second-story window of his residence, stood in front of the open window with his back facing outward and masturbated while visible from neighboring homes. The complainants told investigators the behavior had occurred on multiple occasions throughout the day and had been an ongoing issue.

According to charging documents, the reporting party told deputies the July 18 complaint was not the first report regarding the alleged conduct and that law enforcement had previously documented similar allegations. The complainant identified the individual as Michaud, whose identity was later confirmed through law enforcement databases, according to the application.

Court documents further allege the complainant described a pattern in which Michaud would open the window after dark, turn on a light inside the room to make himself visible, then close the window and turn off the light after the alleged acts were completed. The most recent incident was reported to have occurred at approximately 9 p.m. July 17, 2026. The complainant also alleged similar incidents had occurred one to two months earlier before temporarily stopping and later resuming.

According to court documents, investigators also documented that another nearby resident had previously confronted Michaud about the alleged behavior during a verbal dispute approximately one month before the latest complaint.

According to the charging documents, the complainant’s wife told deputies she had recorded multiple alleged incidents on her cellphone and agreed to provide the recordings to investigators. She also alleged their 13-year-old daughter had witnessed the conduct on multiple occasions, leading investigators to seek the additional charge of indecent exposure to a minor. According to court documents, the application states the allegations were reviewed with the Charles County State’s Attorney’s Office before charges were requested.

Court records show Michaud is scheduled for trial on Sept. 18, 2026, in Charles County District Court.
