WALDORF, Md. — A Waldorf man was charged after officers reported finding suspected crack cocaine and a glass smoking device near the passenger seat during a traffic stop in Waldorf.
Joseph Lenord Bourne, 39, of Waldorf, was charged with possession of a controlled dangerous substance that was not cannabis and possession of controlled dangerous substance paraphernalia.
The charges stem from a traffic stop at approximately 4:28 p.m. on July 4, 2026, in the area of St. Ignatius Drive and High Street in Waldorf.
Charging documents state an officer stopped a white Chevrolet Impala after observing dark window tint and a cracked windshield as the vehicle turned from St. Charles Parkway onto St. Ignatius Drive. Bourne was identified as the front-seat passenger.
While speaking with Bourne, the officer reported seeing indicators consistent with narcotics impairment, including slow movement, delayed speech and difficulty completing simple tasks while searching the glove compartment for the vehicle registration.
During a search of the vehicle, officers reported finding a brown leather bag on the front passenger seat where Bourne had been sitting. Charging documents state the bag contained a glass smoking device with suspected controlled dangerous substance residue.
Officers also reported finding a clear tied-off plastic bag containing an off-white powdery substance with several larger rock-like pieces and a closed plastic container containing several white rock-like substances. The items were recovered from an open storage compartment in the front passenger door, immediately next to where Bourne had been sitting.
Field testing produced positive results for cyclohexyl fentanyl and cocaine base from one sample, and cocaine base from another sample, charging documents state.
Bourne was transported to the Charles County Detention Center without incident.
Bourne was released on a $1,500 unsecured personal bond. A hearing is set for Aug. 19, 2026, in Charles County District Court.
