Public Comment Now Open On Three Affordable Housing Projects In Waldorf

LA PLATA, Md. — Charles County residents can now weigh in on three proposed affordable housing developments in Waldorf as the public comment period opens ahead of a Board of Commissioners hearing scheduled for Tuesday, April 21, 2026.

The developments are being considered under the county’s Affordable Housing Payment in Lieu of Taxes (PILOT) program, which provides tax incentives to developers who agree to build and maintain affordable housing.

County officials said the program is one of several tools being used to help address Charles County’s shortage of affordable housing.

According to a county presentation, Charles County currently faces a deficit of approximately 1,180 affordable housing units. The presentation indicated that without policy changes the shortage could grow to about 1,243 units by 2035. However, officials said adding about 200 affordable housing units per year could eliminate the deficit over time.

The hearing will be held at 5 p.m. in a hybrid format, allowing residents to attend in person at the Charles County Government Building, 200 Baltimore St., La Plata, or participate virtually.

Three Projects Under Review

The three projects under consideration were previously advanced by commissioners after staff evaluations ranked them among the strongest applications.

Eagle Point I, proposed at 2970 Old Washington Road, would include 60 affordable housing units. Plans include units for households earning 30% and 50% of the area median income, as well as housing set aside for residents experiencing homelessness and individuals with disabilities.

Lenville Crossing, planned for 11885 Patchwork Place, would include 144 affordable apartment units in a garden-style development serving households earning up to 60% of the area median income.

Pine Way Village, also proposed for 11885 Patchwork Place, would include 85 age-restricted units for residents age 55 and older. All units would be affordable to households earning up to 60% of the area median income.

County officials previously said the projects could help address a shortage of more than 1,100 affordable housing units identified in county housing data.

PILOT Program Background

The county’s PILOT program operates under Maryland law, including legislation approved during the 2025 General Assembly session that expanded how local governments can use payment-in-lieu-of-tax agreements to support affordable housing development.

House Bill 390 allows counties to enter PILOT agreements with property owners who agree to maintain a portion of rental units as affordable housing for extended periods, typically at least 15 years. The measure was intended to encourage additional affordable housing construction as Maryland continues to face a housing shortage.

How To Participate

Written and voicemail comments are now being accepted instead of, or in addition to, oral testimony. The comment period opened March 27, 2026, at 8 a.m. and will close April 21, 2026, at 5 p.m.

Residents wishing to speak in person may sign up beginning 30 minutes before the hearing. Virtual speakers must register the day of the hearing between 8 a.m. and 4 p.m. Each speaker will be limited to three minutes.
