DFC Marty McCarroll investigated a theft from the Dunkirk Walmart at 10:15 a.m. March 9, after employees observed a suspect fill bags with merchandise and exit the store without paying.
Police stopped the suspect vehicle on southbound Route 4 at Ferry Landing Road and observed the vehicle to be full of Walmart merchandise. A search incident to arrest also revealed suspected crack cocaine.
McCarroll arrested Franklin L. James, 47 of Washington, D.C. and charged him with theft, possession of cocaine and drug paraphernalia and false statements to police.
