WALDORF, Md. — A Waldorf man is facing a criminal charge after Charles County Sheriff’s Office investigators alleged he failed to complete his required sex offender registration after being notified of his reporting deadline, according to court documents.
Rey Ryan Lawrence Capule, 43, of Waldorf, was charged in the District Court for Charles County with knowingly failing to register as a Tier III sex offender by providing required registration information under Maryland law.
According to the application for statement of charges, a detective with the Charles County Sheriff’s Office Sex Offender Registry Unit alleged Capule failed to comply with Maryland’s registration requirements after his reporting deadline expired.
Court documents state Capule is classified as a Tier III sex offender based on a Dec. 18, 2009, conviction in Fairfax County Circuit Court in Virginia for object sexual penetration.
According to the application, one of the conditions of Capule’s release from incarceration required him to register with local law enforcement every three months for the remainder of his life.
Investigators reported that on April 21, 2026, Capule appeared at the Charles County Sheriff’s Office Waldorf Station to complete his regularly scheduled sex offender registration.
According to the charging documents, Capule completed and signed the Department of Public Safety and Correctional Services registration forms.
The application states Capule also received a copy of the registration documents, which informed him of his obligations under both Maryland and federal law.
Investigators alleged Capule signed the forms acknowledging he understood those requirements and that his next registration was due on July 21, 2026.
According to detectives, Capule’s registration period expired on July 21, 2026.
The detective alleged that, as of July 24, Capule had not contacted the Sheriff’s Office or any other law enforcement agency to complete his required quarterly re-registration.
Based on that information, investigators applied for a charge alleging Capule knowingly failed to register as required under Maryland’s Sex Offender Registration Act.
Capule is charged with one count of knowingly failing to register by providing required registration information, a misdemeanor offense under Maryland Criminal Procedure Article § 11-721.
The charge was filed July 24, 2026, through a Statement of Charges application. District Court Judge Caitlin Smith issued an arrest warrant the same day, according to court records.
The warrant was served July 28, 2026. Capule was initially held without bond before appearing for a bail review on July 29. District Court Judge Patrick J. Devine ordered his release on his own recognizance.
Capule is scheduled to stand trial on Sept. 4, 2026, in Charles County District Court.
