
PRINCE FREDERICK, Md. — An Annapolis man was charged after authorities allege he smeared feces inside a Calvert County Detention Center cell and spit on four correctional officers during an attempt to place him in handcuffs.
Jarrett James Mitchell, 23, of Annapolis, is charged in Calvert County District Court with malicious destruction of property valued at less than $1,000 and four counts of second-degree assault.
According to charging documents, the incident happened around 9:15 a.m. on May 18, 2026, at the Calvert County Detention Center on Stafford Road in Prince Frederick.
A deputy responded to the detention center after a call was broadcast for a destruction of property incident. When the deputy arrived, correctional officers reported that Mitchell had returned to his cell from recreation and defecated on the ground, according to the application for charges.
The report states Mitchell then picked up feces with his hands and wiped it under the door to his cell. He allegedly continued wiping feces around the walls, ceiling, door, drain, toilet, mattress, sheets and blanket.
Correctional officers asked Mitchell to leave the cell, and he complied, according to charging documents. After entering the booking area, Mitchell allegedly turned toward a wall and wiped feces on it.
The correctional officers attempted to place Mitchell in handcuffs. Charging documents state he began actively resisting, and officers took him to the ground to gain control and secure the handcuffs.
During that struggle, Mitchell allegedly wiped feces on one correctional officer’s left arm, spit on another correctional officer’s face, wiped feces on a third officer’s right arm and spit on a fourth officer’s left arm while being handcuffed.
Correctional officers were able to gain control of Mitchell and place him in court holding, according to the report.
The deputy later reviewed security footage of the incident with detention center staff and photographed the condition of the cell. The photos reportedly showed feces on the walls, ceiling, door, drain, toilet, mattress, sheets and blanket.
Charging documents state one correctional officer reported that Mitchell indicated he would continue the behavior.
Mitchell was served the charging documents at the detention center. Court records show he was later released on recognizance on May 19.
A trial is set for June 18, 2026, in Calvert District Court.
