Unlicensed And Unfinished: Bowie Man Charged After Waldorf Roofing Deal

WALDORF, Md. — A Bowie man has been charged after investigators allege he accepted more than $2,300 for roof repairs at a Waldorf home, never began the work and refused to return the money.

Alex J. Alexander, 48, of Bowie, was charged by criminal summons with acting as a contractor without a license, selling home improvements without a license, failing to perform a contract and felony theft from $1,500 to under $25,000.

The charges were filed July 8, 2026, following an investigation by the Maryland Home Improvement Commission.

According to charging documents, a Waldorf homeowner entered into a written contract with Alexander on July 21, 2025, for residential roof repairs. The total contract price was $4,214, and Alexander allegedly received a $2,319 deposit.

Investigators allege Alexander never began the project after receiving payment and later refused to issue a refund despite requests from the homeowner.

A records check reportedly found that Alexander did not hold a Maryland home improvement contractor license when the agreement was made.

Charging documents state the homeowner identified Alexander through Maryland Motor Vehicle Administration, Maryland Home Improvement Commission and court records.

A criminal summons was issued July 8, 2026.

A preliminary inquiry is scheduled for Aug. 31, 2026, in Charles County District Court
