WALDORF, Md. — A 56-year-old Bowie man is facing 23 misdemeanor charges after a Charles County Sheriff’s Office investigation allegedly identified nearly two dozen vehicles towed by Collections, Transport, Impound Towing LLC without the county permit required to provide towing services.

William Evans, 56, of Bowie, is charged with 23 counts of providing towing services without a permit under Charles County towing regulations, according to court records.

The alleged violations occurred on multiple dates between July 2 and Aug. 7 at locations across Charles County.

The case stems from an investigation by the Charles County Sheriff’s Office.

Charles County established its towing permit program in 2018. Under the county code, towing companies operating from one point in Charles County to another are required to have a county towing permit.

The Charles County Sheriff’s Office operates and maintains the permit program.

According to the charging application, Collections, Transport, Impound Towing LLC, identified in the documents as CTIT, had previously received a county towing permit that expired in June 2026.

On Aug. 7, investigators were notified of two towing complaints against CTIT. Investigators then searched the Charles County database for impounds conducted between July 1 and Aug. 10, according to the application.

The search allegedly identified 38 impounds conducted by CTIT during that period.

According to the charging documents, investigators determined that 23 of those vehicles had been towed from locations in Charles County to CTIT’s lot.

The charging documents allege each of the 23 towing services was provided in Charles County without a permit issued in accordance with the county’s towing regulations.

The case was filed Aug. 13 in District Court for Charles County.

Evans is scheduled for a preliminary inquiry Sept. 28 at Charles District Court.
