Off Duty Deputy David Cowan observed an 18-year-old California woman slumped over the steering wheel of her vehicle. The vehicle was running and in gear, and the woman had her foot on the brake pedal.
Deputy Cowan put the vehicle in “park” and turned it off. The woman awoke and attempted to run into traffic. Cowan subdued the woman; however, since Cowan was in plain clothes, passers by believed they saw a female in need of assistance.
Deputies arrived as Cowan was trying to restrain the woman to prevent injury to her or others. The woman was placed into custody and appeared to need medical assistance. The woman was taken to St. Mary’s Hospital for treatment.
The investigation continues, but police have not yet charged the woman.
