PASADENA, Md. — An 18-year-old Baltimore man was arrested and a juvenile taken into custody after police say the pair rammed a vehicle, assaulted a woman, and robbed her during a violent early morning encounter that ended with a crash and foot chase on March 5, 2026.
Officers with the Eastern District responded around 3:30 a.m. to the area of Ritchie Highway and Jumpers Hole Road for a reported assault.
Police located two adult female victims who reported they were being followed by suspects in a white Toyota sedan. Investigators determined the suspects attempted to run the victims off the road and pointed a firearm at them before eventually ramming their vehicle at the intersection of Ritchie Highway and Jumpers Hole Road.
According to police, the driver of the victims’ vehicle exited the car and fled on foot. The passenger was then pulled from the vehicle by the suspects and assaulted multiple times before her purse was forcibly taken. The suspects then fled south on Ritchie Highway.
Responding officers located the suspect vehicle shortly afterward, but the driver fled, leading to a brief pursuit. The vehicle lost control and crashed near the westbound lanes of Route 100 at the exit for Mountain Road.
Both suspects fled the crashed vehicle on foot. One suspect was quickly apprehended, while officers established a perimeter and located the second suspect with the assistance of a drone operator and a police K9.
Investigators later determined the white Toyota sedan used in the incident had been reported stolen. Officers recovered a .22-caliber style semi-automatic pistol with a long barrel from inside the vehicle.
Jammar Joseph West-Jones, 18, of Baltimore, was arrested and charged with multiple offenses including first-degree assault, second-degree assault, robbery, armed robbery, and several firearm-related charges. A 17-year-old male from Pasadena was also taken into custody and charged as a juvenile.
Court records show West-Jones was ordered held without bond following his arrest.

What a mistake Annapolis has made with changes to charging people under 18 as juveniles. These are not children, they are criminal thugs. Commit big boy crimes face big boy punishment. Years in prison for both. These victims will not recover from the fear and trauma they went through.
