Arrests Made in Homicide Case

On February 7, 2013 at 9:25 P.M. police units responded to a private residence in St. Inigoes, Maryland for the report of a robbery and shooting. The victim, identified as Robert L. McDowney, age 37, of St. Inigoes was pronounced deceased on the scene. The St. Mary’s County Bureau of Criminal Investigations was contacted, responded to the scene and assumed the investigation.

BCI detectives were able to identify several suspects in the murder of McDowney through various investigative techniques. On February 13, 2013 multiple search and seizure warrants were executed simultaneously in Lexington Park, Prince George’s County and Howard County. As a result, two suspects were taken into custody and subsequently charged. Andre L. Bowman, age 31 of Laurel, Maryland, was charged with Felony Murder and Armed Robbery. Joseph W. Medley III, age 29, of Lexington Park, Maryland was charged with Conspiracy to Commit Felony Murder and Conspiracy to Commit Armed Robbery. Both were transported to the St. Mary’s County Detention Center pending an appearance before the District Court Commissioner.

An Arrest Warrant has also been issued charging James Kenneth Clay, Jr., age 35, of no fixed address with 1st Degree Murder and Armed Robbery in connection with this case. Clay, Jr. is an African/American Male, 6’-0” tall, weighing 240 lbs. (Photo Attached). He is known to frequent the Laurel and Baltimore area and should be considered armed and dangerous
