
BOWIE, Md. — When the Francis Scott Key Bridge collapsed in the early morning hours of March 26, 2024, Master Deputy State Fire Marshal Bill Potts, based in Bowie, Md., was among the first to respond. Within an hour of receiving a 2:30 a.m. call, Potts had mobilized Maryland’s elite Underwater Hazardous Devices Team (UHDT) with divers, a Zodiac boat, dive trailers, a remote-operated vehicle, and full gear — bringing a rapid, organized response to one of the most catastrophic marine incidents in state history. His decisive action, expertise, and calm under pressure are just part of what earned him a nomination for 2024 Deputy State Fire Marshal of the Year.
Potts is the Special Operations nominee for the James C. Deputy State Fire Marshal of the Year award and will join five other regional nominees next month at the Maryland State Firefighters Convention in Ocean City.
“Bill’s contributions to our Bomb Squad and the Underwater Hazardous Devices Team go far beyond the call of duty,” said Deputy Chief and Bomb Squad Commander Duane Svites, who submitted the nomination. “His leadership during critical incidents and his dedication to the professional development of his team make him truly deserving of this honor.”

In 2024 alone, Potts responded as the primary bomb technician to 29 calls, conducted 59 explosive-related inspections, and helped set national standards for UHDT operations. A certified master diver, he leads biweekly training and mentors team members in complex EOD and maritime operations.
Following the collapse of the Key Bridge, Potts led a critical days-long operation that blended underwater recovery, tactical planning, and coordination with state and federal agencies. His swift deployment and steady leadership during the high-risk response have drawn national recognition.
“M/DSFM Potts’s consistent performance and selfless dedication have earned him national recognition as both a bomb technician and a UHDT leader,” Svites added.
The 2024 Deputy State Fire Marshal of the Year award will be announced at the Maryland State Firemen’s Association’s annual convention in Ocean City this summer.
