On Nov. 26 at 2 a.m., officers initiated a traffic stop near the intersection of Route 5 and Idlewood Park Road in Waldorf after observing a vehicle being driven on the roadway with a flat tire and front end damage.
As the driver, Rodney Lee Sayers, 38 of Dover, exited his car, he threw a bag on the ground. Officers retrieved the bag and discovered 13 packages of heroin.
Sayers was arrested and charged with possession with intent to distribute.
