Huntingtown, MD โ€”ย On August 12, the Calvert County Control Center dispatched a call reporting a vehicle being operated by a young male that appeared to be on CDS or very sleepy.ย 

The complainant stated the vehicle, a black or burgundy older BMW 740i was traveling southbound on Maryland Route 4 passing Town Center Boulevard Road The complainant later ย stated that they were now passing Mount Harmony Road.

Dfc. Locke of the Calvert County Sheriff’s Office was stationary on the side of southbound Route 4 south of Briscoes Turn Road for several minutes.

Locke observed an older black BMW pass him. Once Locke was able to pull out and begin following the vehicle from several car lengths back, “Locke observed the vehicle cross the center line numerous times prior to passing Cameleer Pass,”ย 

Locke was able to make a traffic stop, and identifyย the driver asย Craig Milligan, 20, of St. Leonard. Locke noticed an orange cap in the center consoleย of the vehicle. Milligan was found to be in possession, “of CDS Administration Equipment (hypodermic syringes).” according to charging documents.ย 

Locke noticed while speaking to Milligan that his speech was thick slow and slurred, he (Milligan) appeared to be extremely tired and his eyelids were droopy.

Milligan was arrested and transported to the Calvert County Detention Center, where he was charged with CDS administeringย a controlledย dangerous substance and was issued several traffic citations for the moving violations.

Milligan has a scheduled court appearance set for Oct 3, at the Calvert County District Courthouse. Milligan faces aย maximum jail sentence of four years and/or a maximum fine of $25,000.ย
