Hollywood Man Accused Of Secretly Recording People Inside Chancellor’s Run Regional Park Restroom

GREAT MILLS, Md. — A Hollywood man is facing 18 misdemeanor charges after investigators allege a cellphone was positioned inside a restroom stall at Chancellor’s Run Regional Park to secretly record people, including juveniles, during Little League Opening Day ceremonies.

Richard Allen Lehman, 58, was charged Aug. 17 with six counts of Peeping Tom, six counts of visual surveillance in a private place with prurient intent and six counts of visual surveillance of a private area.

The investigation stems from an April 13 incident at Chancellor’s Run Regional Park in Great Mills.

According to charging documents, patrol officers were working a part-time security assignment at the park for the 2026 Little League Opening Day ceremonies when an off-duty Maryland State Police master trooper entered the men’s restroom.

The trooper used the second stall, which had dividers that did not extend completely to the floor.

While inside, he noticed a person in the first stall with his pants or shorts pulled down and a cellphone hanging from a pocket.

The phone appeared to be deliberately positioned and angled in a manner consistent with secretly recording the second stall, according to the charging documents.

The trooper later saw the same person leave the restroom.

Approximately an hour later, the trooper escorted a juvenile male into the restroom. After the juvenile exited the stall, the trooper again observed the same person and cellphone in nearly the same position.

When the person left the restroom, the trooper identified himself as a police officer and identified the man through his Maryland driver’s license as Lehman.

Lehman was asked whether he had any cellphones with him and produced a blue Apple iPhone.

The trooper advised other officers that the iPhone was not the device he had observed positioned inside the restroom stall.

Lehman then retrieved a black Motorola Android cellphone from his pocket, according to the charging documents.

Both phones were seized.

Search Of Phone Uncovered Restroom Videos

Investigators obtained a search and seizure warrant for the Motorola phone, authorized by Judge A. Lorenzini.

A review of the device uncovered numerous videos that investigators reported had been recorded from inside the men’s restroom at Chancellor’s Run Regional Park.

Charging documents identify six people as having been recorded without their consent or knowledge, including two juvenile males.

Investigators reported that all six had been recorded while using the restroom and that various portions of their bodies were exposed.

The two juveniles were allegedly recorded while seated on the toilet with the side of their buttocks exposed.

One of the juveniles appeared in four separate videos, according to the charging documents.

Investigators interviewed the people identified in the recordings, and none reported knowing they had been recorded.

Court documents list Chancellor’s Run Regional Park as the location of all 18 alleged offenses and April 13 as the offense date.

Lehman was issued a summons Aug. 17.

A preliminary inquiry is set for Sept. 25 in St. Mary’s District Court.

This is noticeably stronger than the original because the Little League event, two phones, six alleged victims and exact juvenile-video allegation explain why the case resulted in 18 separate charges.
