The Government Finance Officers Association of the United States and Canada (GFOA) is pleased to announce that Charles County, Maryland, has received the GFOA Distinguished Budget Presentation Award for its Fiscal Year 2010 budget.
The award represents a significant achievement and reflects the commitment of the Charles County Commissioners and staff to meeting the highest principles of governmental budgeting.
In order to receive the budget award, Charles County Government had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well the budget serves as a policy document, a financial plan, an operations guide, and a communications device. Budget documents must be rated proficient in all four categories and the 14 mandatory criteria within those categories to receive the award.
A Certificate of Recognition for Budget Presentation was also presented to Jenifer Ellin, senior budget analyst in the Department of Fiscal & Administrative Services, Budget Division. Ms. Ellin and her colleagues in the Charles County Government’s Budget Division pioneered efforts to improve the quality of budgeting and are an excellent example for other governments throughout North America.
