
CHARLES COUNTY, Md. – Charles County Government is pleased to provide a Notice of Funding Availability (NOFA) for a new Payment in Lieu of Taxes (PILOT) initiative to support the development of affordable multi-family rental housing.
On November 18, 2025, the County Commissioners approved the release of a 2026 NOFA for qualified applicants to compete for a PILOT agreement aimed at advancing affordable housing development and housing preservation projects in designated priority funding areas of Charles County, MD.
The 2026 PILOT is one part of a comprehensive strategy for local government to demonstrate its investment in and support for affordable housing development in priority funding areas of our community.
The NOFA application will be available for interested parties to download starting Friday, Dec. 5, 2025, and will close on Tuesday, Feb. 4, 2026. An award in the amount of $700,000 will be awarded no later than June 2026, based upon a competitive process.
