CHESAPEAKE BEACH, Md. — Two Chesapeake Beach residents were charged after a months-long Calvert County drug investigation into the alleged distribution of prescription narcotics, according to charging documents.

Shelly Marie Buzard, 64, of Chesapeake Beach, and Paul Marcello Holland, 66, of Chesapeake Beach, are each charged with distribution of narcotics, possession with intent to distribute narcotics and two related conspiracy counts.

The Calvert County Sheriff’s Office Drug Enforcement Unit began investigating Buzard and Holland after receiving information about alleged drug activity involving the pair, charging documents state. Investigators wrote that Buzard used the name Shelly Holland on social media and that she and Holland were in a long-term relationship.

According to charging documents, investigators conducted two controlled purchases of suspected oxycodone from Buzard and Holland between Feb. 1 and Feb. 15, 2026. Police said the purchases were arranged using a confidential informant and monitored by members of the Drug Enforcement Unit.

Investigators reported that both Buzard and Holland were involved in the alleged transactions, with Buzard communicating with the buyer and Holland allegedly driving her to meet locations in Calvert County.

As part of the investigation, detectives conducted surveillance on several dates, including Feb. 3, April 23 and May 27. Court documents describe Buzard and Holland traveling together to multiple locations in Calvert County, including businesses and residences in Chesapeake Beach, Prince Frederick, Huntingtown, Owings and Beach Drive in Chesapeake Beach.

The report states investigators believed the pattern of short stops, brief meetings and travel between locations was consistent with drug distribution activity.

Detectives also obtained and reviewed prescription drug records, cellphone records and social media messages during the investigation, according to charging documents. Investigators wrote that messages reviewed during the case allegedly included discussions about pills, quantities, prices and meeting locations.

On May 27, 2026, members of the Calvert County Sheriff’s Office Warrant Unit and Drug Enforcement Unit conducted a felony traffic stop on a Toyota in the parking lot of Harbor House and Marina on Harbor Road. Buzard and Holland were taken into custody without incident, according to charging documents.

During a search, deputies reported finding approximately 0.5 grams of suspected hydrocodone and $164 in cash on Buzard. Investigators also reported finding an oxycodone hydrochloride prescription bottle in Buzard’s purse that contained pills and had a plastic tear-off label.

A search warrant was also executed at a Chesapeake Beach residence, where investigators reported finding a white plastic pill bottle without a label.

Buzard and Holland were transported to the Calvert County Detention Center. Court records show both were initially ordered held without bond on May 27, 2026, before being released on recognizance following bail review hearings on May 28, 2026, before Judge Robert B. Riddle.

A preliminary hearing for both defendants is set for June 23, 2026, in Calvert District Court.
